One of the founding principles of CBR was to ensure that a portion of the business is always focused on giving back. To fulfill this commitment, CBR developed a concept for a medical-needs-based cord blood banking program and introduced it to the market in 1996 a year after the company was established. The program, which is called the CBR Designated Transplant Program (DTP), offers free cord blood banking and ensures access to genetically-related cord blood stem cells to families where a first or second-degree relative (often a sibling) to the infant being born has been diagnosed with a condition where stem cell therapy is a treatment option. To date, more than 2,000 families have enrolled in this free program. CBR's DTP covers the more than 70 diseases that are treatable by stem cells, including sickle-cell anemia and acute and chronic types of leukemia.
Recently, the federal government introduced a similar program. Outlined as a provision in the Stem Cell Therapeutic and Research Act of 2005, the Related Donor Cord Blood Program is also designed to collect and store cord blood at no cost to a family where a first-degree relative has been diagnosed with a condition that can benefit from transplantation. This publicly-funded program is authorized as a three-year demonstration project and is being coordinated by the NMDP (National Marrow Donor Program) at the direction of the U.S. Department of Health and Human Services.

The Michigan Blood Cord Blood Bank has reached a major community service and clinical milestone, shipping out its 100th potentially lifesaving unit of stem cells from donated umbilical cord blood. This unit goes to a transplant center in the northeastern United States, where it will be transfused to a 14-year-old boy who is battling leukemia. NYBC's Milstein National Cord Blood Center (supported by the Howard and Abby Milstein Foundation) and its National Cord Blood Program (NCBP) is the world's oldest and remains the largest single public cord blood bank. We collect, process, test and store cord blood that mothers donate to us for use by patient in need for a hematopoietic stem cell transplant. Our Program makes cord blood available under an Investigational New Drug (IND) exemption from the U.S. Food and Drug Administration (FDA) for children and adults who face a life-threatening illness and need "stem cell" transplants from unrelated donors. NYBC's NCBP was also the first public cord blood bank in the world to receive NetCord-FACT accreditation (June 2003). Click here for more information on NetCord-FACT accreditation. NCBP obtained its IND exemption from the FDA in 1996, the first cord blood bank to do so. To qualify for the IND, we submitted our policies and protocols to the FDA and have provided annual reports on our Program and on the results of transplants using cord blood units from our bank. FDA has since issued several guidance documents to clarify the requirements for cord blood banks to become licensed. Cord blood is a "biological" product and, pending FDA licensure, the proper context for cord blood banking and for using cord blood in treating patients, is under an FDA IND exemption. This is because, from a regulatory viewpoint, cord blood is still an experimental source of hematopoietic (blood-forming) stem cells. From the regulatory perspective, the donors of cord blood (the mothers who donate their newborn's cord blood) and the patients who receive cord blood transplants are "human research subjects" under FDA and Office for Human Research Protection (OHRP). For this reason, we collect cord blood following protocols, policies and procedures submitted to the FDA and formally accepted by the Institutional Review Board (IRB) of the New York Blood Center as well as by the IRB of each of the hospitals that collaborate with us as a collection center. To date, cord blood donations from more than 53,000 mothers have been made to the NYBC's National Cord Blood Program. Our donors come from all ethnic backgrounds. The NCBP now collects cord blood in eight affiliated hospitals: six in the New York metropolitan area, one in Fairfax County, Virginia and one in Cleveland, Ohio [See About Us and Collection Sites] and will add one or two more over the coming year. We have a goal to reach 100,000 cord blood units over the next five years.

The University of Colorado Cord Blood Bank (UCCBB), a major component of ClinImmune Labs, has a fifteen year history of collecting, processing, banking and distributing cord blood for human transplantation. UCCBB is a public cord blood bank, which has consented 17,000 women and banked over 8,000 cord blood units, of which more than 600 have been transplanted at over 100 different transplant centers in the United States and abroad.
